Design of the working program of the new discipline of «Administrative-legal regulation of medical activity» of the module «Adminis-trative Responsibility» based on competences in GEF's third generation
AbstractWith the introduction of the new GEF's third generation on various areas of training doctors universities lead the development of new and improvement of existing work programs, which should take into account the requirements of professional standards specialists medical profile, imposed by the Ministry of labour and social protection. In doing so, in characteristics of generalized labour functions almost all imposed standards in education and training requirements doctors indicated legal components. Especially acute is the issue of the responsibility of doctors and medical organizations for poor medical care.
In the Code of Administrative Offences of the Russian Federation there are many formulations of administrative offences, the subjects of which are medical organizations and health workers. In recent years, the code of administrative offences has already made more than 20 articles for violations in the sphere of medical and pharmaceutical activity and is prepared to take even more than a dozen. Lack of legal awareness among medical professionals often turns involving a medical organization and its employees to administrative responsibility. In connection with the relevance of the task of training physicians in the field of administrative law in the teaching process in Kuban State Medical University introduced a new discipline «administrative-legal regulation of medical practice», that does not have an exemplary curriculum developed by relevant teaching Association and approved by the Ministry of education and science of the Russian Federation. This discipline includes two modules and taught at the 6 course doctors-paediatricians, doctors-practitioners and 5 course of doctors-dentists. Module 2 of the new discipline of "administrative responsibility", developed by the teachers of the Department of forensic medicine.
The aim of the module is an assimilation of students the foundations of administrative legal relations in health care, analysis of administrative and legal status of medical organizations and their employees concerning matters of administrative responsibility for violations in the sphere of health protection and medical care.
The results. Developed a working program discipline module "administrative responsibility" based on competences in GEF third generation for students of Medical University. The total volume of 54 hours module (test days 1.5 units), which include lectures, practical exercises and independent work. Allocated and filled with content competence generated when studying the discipline. Elaborated methodical maintenance of educational process: texts and presentation of lectures, practical training plans, tasks for independent work, test kits, situational tasks. Methodical instructions for students.
Conclusion. Submitted by teaching materials are unique and can be used to compile educational and methodical complex on health law.
